1、 Establish a process specification that is easy to manage. Japan’s experience in the treatment of rural domestic sewage is very worthy of our study and reference. Since the 1960s, they have developed the Johkasou technology, which is an integrated treatment facility technology applied in rural decentralized sewage treatment. For more than half a century, with the continuous improvement of the drainage index, the purification tank technology is also improving step by step, which plays an irreplaceable role in the protection of rural water environment in Japan. As far as I know, the municipal level platform for operation and maintenance of rural domestic sewage treatment and the supervision platform system of eight districts and counties (cities) including Xihu District and Yuhang District have been completed. It is suggested that the intelligent function of the supervision platform should be further improved during the bid raising and transformation, and the data mining and sharing of rural domestic sewage treatment facilities in the basin should be realized in the spring of the era of “big data”. For example, a more advanced integrated sewage treatment system (similar to a purification tank) can be piloted to deal with point source pollution, and big data intelligent management can be applied to achieve effluent quality standards. It can also use Hangzhou’s leading Internet of things technology to develop artificial intelligence prediction and artificial emergency management functions.

2、 Establish a standardized regulatory system. The responsibility of the management department should be shifted to supervision, guidance, standardization and other aspects, such as the introduction of benchmarking management and the establishment of operation and maintenance benchmarking. The first is to clarify the qualification of the third party; the second is to discuss the evaluation indicators with the third party; the third is to establish the third party operation and maintenance benchmark.
